Ukraine: Strategic Minerals & Geopolitics
Yegor Perelygin focused on Ukraine's strategic mineral potential and its relevance in today's shifting geopolitical and trade landscape. He provided a general overview of Ukraine's mineral reserves, and explored related historical developments, including during the Soviet era. Furthermore, he assessed which resources hold particular importance for the US and EU. Deep dives into titanium and graphite highlighted Ukraine's competitive advantages, ongoing projects, and potential for international collaboration. Yegor also examined the key enablers needed to unlock this sector’s full potential and discussed the role of mineral development in supporting Ukraine’s broader defense industrial base. Yegor is the Deputy Minister for Environmental Protection and Natural Resources of Ukraine. He was a former Interim CEO of UMCC Titanium, Ukraine's and Europe's biggest heavy mineral sands miner (titanium-bearing sands) and producer of ilmenite, zircon and rutile concentrates, as well as other niche products. He achieved record results with the company in 2021, managed the company through the difficult periods of the full-scale war and successfully transitioned to a completed privatization of the State-owned Entity. Yegor has been with the Ukrainian natural resources sector over the last 7 years, mainly in titanium and lithium. Before that, Yegor was a successful local banker.
